PA income tax refunds?!

Is anyone is PA being told that their income tax refund is "held", as they are "reviewing" it??
I was told that many others' are not getting their tax refunds because the PA budget is "messed up", {being polite here} and we shouldn't expect it anytime soon.

I heard on the radio that this might be an issue in MANY states this year.

Don't know about PA but they are hijacking our money here in NC.
I wonder if the feds will accept an IOU stating that NC has the money I owe the feds.
NC owes me more than the I owe the feds.

Should have filed sooner fellas...I filed in early January and had my dough in no time.
