A dozen ways to help fix CA, proposed by a resident of Irvine, CA, I may not agree with every one, but a lot of them certainly have merit:

This article was linked from another article about CA's sorry state of affairs. http://www.msnbc.msn.com/id/38888318/ns/local_news-orange_county_ca "What would you give to fix California?"

This one is certainly cool:

agree with the concept of a part-time legislature, as expressed by many here. Those clowns in Sacramento have too much time on their hands, which leads to endless laws and regulations and general (bull) that gets in the way of doing business in this state."

"Let go of this insane idea that somehow GOVERNMENT can be made to 'WORK'. It will NEVER happen. It CAN'T happen. The model of compulsory payments combined with the lack of customer feedback, omits the market signals necessary to tell the supplier how he is doing.

Come to think of it, this is very true. Every try and get rid of a govt agency ... or make it "work" the way it was supposed to work? No other "business" could run this way & survive.
