However, Republicans dominated the earmark game consistently -- one of the advantages of having control of the WH and Congress for as long as they did. This rolled over to the Omnibus Budget reconciliation bill signed by Obama in March that included over $7 billion in earmarks of which the overwhelming bulk went to Republicans (e.g. 4/5 of the top senators receiving earmarks are republican.
