I thought Congress passed laws. Must have been an executive order circumventing Congress again. President is the Exceutive not the legislative branch of government but I guess that is ok with you.

Obama doesnt believe in Congress he runs the show he makes/ changes the laws he doesnt need anybody. He does not play well with others.
