In the brief clip I saw, I didn't see any of the other poll workers. Who decides what is appropriate clothing? Is there a written dress code for poll workers? The other workers must not have seen any issue with his attire. His clothing seemed to be keeping him warm. He also did not look like he was uncomfortable with the footwear he chose.

But he was just like the general population of that area. At least that's what I saw. I didn't see anybody running and not going in to vote because they were scared of him.
