I have very limited places to train now that I have moved to RI. I found some land, but the grass is always cut to 3-4 inches. Dog is two years old and has two Senior passes. Will using orange bumpers be beneficial? Or with so little cover, will it really make a difference what color I use?

White so they use their eyes to find it. With no cover I see your problem though.
If the background is good, like a good skyline so the dog can see the bumper in the air, I would try putting a sock or some kind of homemade sleeve over the bumper to make it off white or light grey. Still visible, but not so visible they can see it from the line.
You can try orange, but you want them to use their eyes to find the mark IMO. They sell all different colors of bumpers too.
In short cover if you have an open background you can use solid black bumpers to make it a little more difficult to find the mark. Only use these against an open sky or your dog may not be able to see the mark
