The question is raised about why we need a wall between US/Mexico, but not US/Canada. Mexico has natural resources to fuel growth. It has beautiful areas for tourists. It has hard-working people (as evidenced by how hard many of the illegal immigrants will work for low-wage jobs) and by the fact that US production factories go there for the low-wage advantage. So, why do their citizens risk life and limb to come to the US illegally?
This article pins the blame on a corrupt, ineffective national govt. We see evidence of that every day in the news. The Federales cannot control the vicious drug cartel violence ... govt officials being murdered; some villages forming their own vigilante protection. The corruption of govt officials by cartels is often cited. It is very likely that such graft is also true from other sources, not just the drug cartels.
It would appear that if Mexican govt cleaned itself up, could exploit it's natural resources and labor force, they could have a very healthy economy.
So, the answer may be in Mexico, itself, creating an environment in which its workforce wants to stay home wiith their families. We can't really blame a socialist govt format, since Canada has become more like that in terms of nationalized medicine. Mexico also has socialized medicine, but the people still can't afford it. Canada's medical system appears not to be perfect (based on the # of Canadians who come to the US for treatment when the wait is too long in Canada), but overall the Canadian govt serves the needs of its population more effectively than Mexico's does.
I think it can also be true that the illegals are aware of the social services they can acquire in the US, so even if they are low-income, they will still do better than they would in Mexico. That is surely part of the problem, but even that is rooted in the fact that Mexico cannot afford to take care of its people at a basic level.
Why concentrate on Mexico? Because it is where the majority of illegal immigrants come from (according to the article). Also, it would be easier to track down people who originally came to the US on valid visas (and over-stayed those visas) v. people who came here with no such ability for tracking.
The thing that is not simple is how to incentivize Mexico to make the changes that will keep its citizens in their home country.
Perhaps the NAFTA trade agreement was an effort to create such an environment? Obviously, though, it has not succeeded in doing so. Why? Is that effort also riddled with graft and corruption?
Mexico want its people to come here. The money they send back to the homeland is one of their biggest industries.
