We have been dealing with the same issue's you are having since February. I have done pretty much everything you can think of.

sounds to me like he is barking because you are giving him attention when he does....my opinion would be for a verbal quiet and a nic of the collar and then leave it at that...walk away and let him...
your post makes it sound like you have not used an E-collar before....hopefully you understand you just cannot strap a collar on and expect it to help fix the problem.....just saying
it helps if you do a little scouting and find where the doves like to hang out in the evening/morning....we usually just hide in some cover and let em fly and have fun...a mojo dove works well...

+1.....only when the time is right....but you will get different answers from everyone depending on location and time of year...I think they work best on sunny days.
