I had the same problem on a 500,finally would not turn on. i removed the strap and removed the 4 screws and separated the battery and cleaned the contacts, its works fine now.

What he is doing is called bugging,he is trying to avoid doing the work,usually because the dog has not been properly forced fetched or dog is under to much pressure.Are you following a program?

Usually problems with these type launchers can be solved by trying different lubricants (thin lubricants for cold weather) and using good blanks,yellow and green work best for me.It is quite possible...
