I don't have an answer, but do you have flags attached to them? I find that these make the bumpers much more visible and create a much higher level of excitement in the dogs.

Alltel also offers the EVDO cards like Verizon so they may be an option for you. Typically they offer pricing that is better than Verizon for their services. I have been quite satisfied with my card...
