I don't think there is any chance of solving this problem. Those that vote aren't really interested in selecting the "cream of the crop" to participate for fear that they will be excluded.
The scary thing is that's exactly what the constitution provides in part. Protection against the majority. ;)

Actually, isn't the reason because it's contrary to the way most train derby dogs? I.E. The long bird is almost always the memory bird.
