"Law enforcement officials in California who arrest immigrants in the country illegally will be prohibited from detaining them for transfer to federal authorities unless they committed a serious crime under one of several bills signed Saturday by Gov. Jerry Brown to ease conditions for immigrants.

Brown has also signed a bill that allows illegal immigrants to have CA drivers' licenses. Theoretically, the illegal immigrant status is supposed to be on the license so that it cannot be used for voter registration.
Now, suppose a year from the law going into effect an illegal is caught driving without a license? Is that a serious enough crime to not avoid detention? Is DUI that results in a death or significant injury serious enough?
Will Holder be on Brown's case for interfering with Federal immigration laws?
