We use both together with good results.

When your dog doesn't do well there are only two options
1. Kicking, screaming, and cussing
2. Are just train your dog
The second is much more rewarding for the dog

I have just been using fans with mine for the past few weeks. Mine are also covered on concrete. Even when the temp was 106 Wed dogs were chillin' in their kennels. Boy I will be glad for this heat to leave.
I use a large fan as well but wonder how much cooling you get by blowing air since dogs don't have exposed skin for evaporative cooling.
