another picture posting question

I want to post a few pictures of my new BLM pup. So I read through Kens sticky and figured I'd give it a shot. The sticky uses photo shop for resizing the photo. I don't have photo shop and unless I'm missing something a down load will cost me about $40.00. I have windows XP. Isn't there any photo program that comes with XP or that I can download for free that will allow me to post pictures on RTF and do up an avatar? Not to savvy when it comes to this kind of stuff. Looking for some knowledge.

What graphic or photo programs do you have on your computer?

If you have a printer or digital camera, I would be surprised if they didn’t include some graphic program. My last HP printer came with a handful of programs capable of editing or post processing an image. My digital camera also included a solid block of programs needed for the full array of post processing an image and file/image management. Look through your programs and see what you have.

Do you have an on line account of any type for storing images or files?
