I am looking for a way to fund improvements to leased property for field trials and hunt tests. We have to build technical ponds, put in roads, build mounds etc.. Your input would be greatly appreciated.

For the Benton Retriever Grounds we received USFS funding for reestablishing wetlands that had been drained else all other monies were from donations from the clubs that formed BRG.

Little to no Federal money is available for building infrastructure as you describe. There are programs to reestablish wetlands and to do prarie restoration, but not build new. Being leased propety may red flag any Federal help.
Some local soil and water may have cost share programs for ponds, but most would be for resting water, ie, 12 to 20 inches deep. None for tech water. I have never come across any program that will even cost share roads or mounds. Some DNR programs may have planting money available.
Best chance is to identify drain tiles, ditches or dikes on the property. That will move you up in the pecking order for wetland restoration.
