    Default Title 1

My daughter had a developmental delay because of hearing loss at an early age. The hearing loss was corrected and she has been catching up. She was enrolled in public school but because our school is one of two in the school district that are not Title 1 (not enough kids qualifying for free or reduced lunch) - the federal funding was reduced and the school eliminated 1 teacher at each grade. That meant my daughter would be in a 1st grade class of over 30 kids. Given the fact that she was a little behind but not a kid with behavior issues, she would get lost in a class that size.
We enrolled her in a private school in our district. We were notified by the school that there was grant money available for a reading tutor and they thought our daughter could benefit. We were all for it. We were then told that because of our address (our public school area is not title 1) she did not qualify for assistance. All of the other kids at her school that were recommended for the tutor qualified because of where they live.
So - because of title 1 funding rules and for the benefit of our daughter we have pulled her out of public school and pay for private school and then on top of that we pay for private tutoring. We could live two blocks from where we live now, make 5 times the money, and would have qualified for the tutor.
I was wondering if anyone had any info on title 1, I've researched it and can't find much on how they determine eligibility.

I would call these folks. Either they can go to bat or put you on to someone who can. This page has links to relavant legislation.

There are some advocacy groups that can rattle the chains of school boards. I've run in to this crap before. I'll see if i can get their names and /or links for you.

I was trying to remember the organization I contacted when schools were avoiding services for disabled children. Light bulb is on now. Try PACER. These guys are tigers and they don't rest until they get the help a kid needs.

Thanks Sarge. I appreciate the information.
I think those are more for ongoing disabilities. My daughter was delayed due to hearing loss that was corrected with surgery.

Glad to help out. You may still want to talk to PACER if you feel your daughter might be eligible for services It onlytakes a phonme call to see if they can do any thing for her.

    Good Luck

Try to get classified as 504 and the school may HAVE to provide assistance at no cost to you.
