The small head just makes it easy for them to get through the breaks in cattails...
Unless it causes medical problems, don't worry about it...

I knew I'd get some interesting comments. That's what I get for trying to help a friend. I could care less about the looks of a dog if they are obedient. Looks are just a bonus.
