The banks have already started doing that ... by their little loophole about "change of terms".
If the bankers would use their empty heads, they would take the borrowers have problems & negotiate realistic interest rates for them ... the huge penalties & 29% interest rates for late payments will not get the banks the money owed ... it will only make those people simply "throw in the towel".
What was that campaign promise about decreasing taxes for most of the people in the middle class? Seems that "redistribution" is what we should have been watching out for.
