Meaningless proclamations are a staple of local, state and federal government and have been so throughout our history. They carry no weight and and, if the camera were turned around, are generally adopted b unanimous consent of the two or three people in the chambers at the time of presentation. Girls Scout troops have been commended for coming back from camping trips, why can't Hurricane Chris be commended for releasing the number five song in the country? Do I like his song? No. It doesn't matter. Such things are generally a matter of personal privilege for legislators, and similar things happen all the time in vritually everry state in the country.

I think he is referring the video of the lady in the Florida legislature who had a hard time with english when she tried to congratulate the UF football team on their national championship.
