Makes the point that such a bill should not be passed until the Congressman DO read the bill AND have the time to figure out what it really means.

Pushing the bill through without the serious thought and effort such a significant change deserves should be unacceptable to all of them, and to us. And this should be true of not just this bill, but many others that they vote on without understanding what the heck they're doing.
