For those with short memories, the Department of Energy was created in 1977 by consolidating the efforts of what had been the Atomic Energy Commission (responsible for all aspects of the country's nuclear weapons programs) along with a variety of diverse regulatory and and research activities. It was more a renaming and consolidation than a new creation and its primary focus for many years remained nuclear weapons and regulation of nuclear reactors and the disposal of nuclear waste. It was not created to reduce oil consumption although that was added to its mandate over time, and it was not provided with any massive infusion of new money. Having grown up in Oak Ridge, which was almost entirely created and run by the Atomic Energy Commission, we were very aware of how huge thsat operation was.
