Anyone who's gone to the government to get a permit for anything should understand that bureaucrats didn't get where they are by being conscientious, they got there by being noticed. Best way to get noticed, be that gear that doesn't function all the time.
If the Senators were willing to give us the same level of care they receive, then they would have many on board.
