In a recent AP story...Pelosi is proposing adding a $6.7 billion-a-year fee on insurance companies.

It mentions that she "has been on the attack against health insurers for months....her resolve to make them pay."

My question is why? Isn't this obviously counter-productive?
Why hammer insurance companies for doing business as provided by current law?

She also speaks "that if people are going to required to purchase health insurance(read...mandate), as all the HC bills currently in Congress would require, they need to have access to the cheaper rates government insurance could offer."

Sounds like a definite public option to me and the operative word in the last statement is "could". Coulda, woulda, shoulda.

Is she conniving to make insurers pay so they have to raise their rates, making the government option look better?
