Somehow methinks NAFTA has become a convenient scapegoat. I think there are underlying issues that have contributed to NAFTA's success.

This I agree with somewhat - as policeman to the world we need to be smarter about it at a lower cost. We could start by moving the UN to Africa - like where the pirates hang out.Part of that reason is our policing of the world, and picking up the tab for other countrie's security.
How much has Saudi Arabia kicked into middle east security, be it in Naval patrols, or the Iraq/Astan wars, which supposedly made the world safer.
