While I have no basis for knowing, I suspect that his apparent drunkenness may have been the result of fatigue, rather than alcohol. The symptoms are essentially the same and Presidential schedules are inhuman. I suspect that Presidential leadership has been directly affected by extreme fatigue at some pretty critical times.
