While I have no basis for knowing, I suspect that his apparent drunkenness may have been the result of fatigue, rather than alcohol. The symptoms are essentially the same and Presidential schedules are inhuman. I suspect that Presidential leadership has been directly affected by extreme fatigue at some pretty critical times.

The first of these comes from the wedding if Jamie Weiss, daughter of Bush's close friends Mike and Nancy Weiss in 1992. That was six years after Bush said he took his last drink, and well before he became President.
