Is Mexico a failed state?

At what point should we consider Mexico a failed state and what can be done about it?

Mexico has little to no functioning law enforcement and most of the politicians are corrupt. The cartels control the borders and are pushing their influence further north everyday.

Police chiefs are assassinated every month and others are resigning and seeking asylum. They are resorting to offering the chiefs positions to 20 year old girls in hopes they won't be assassinated.

AZ recently had a cartel related beheading to go along with all the other killings and kidnappings.

Are they the Somalia on our southern border?

John, unfortunately over half the country has never lived in Calif/Ariz/NM/Tex and seen the effect that Mexico has on our states both in immigration, increased violence from illegals, and the changing demographics and that is just in the cities in the heart of our states...the border areas that I used to frequent for recreation or FT like Yuma, or whitewing hunting in Mission TX are no longer the quiet kept secret. you cant pay me to hunt south of the border or even near it, definitely wont fish on Falcon Lake either

Mexico , at least parts of it are a cesspool and its contents seem to drain north into the US

Interesting read in the MXF annual report. Security Situation - More than 1/2 of the assassinations that occurred during the 1st 10 months of 2010 were concentrated in 3 of 32 states. Mexico's rate of homicides of 14 per 100,000 compares to 20 for Brazil, 40 for Colombia & 50 for El Salvador & Venezuela. The media attention given has focused attention on Mexico.

I guess if you're one of 14, it's not good, but if you're 1 of 99, 986 you aren't quite as concerned. IMO there are a lot of things that could be done to fix the situation, but when it is being demagogued little happens.
