    MADISON - A newspaper investigation has found that the controversial claim that protesters had done more than $7 million in damage to the state Capitol was based on a single handwritten page. A Milwaukee newspaper filed an open records request for the basis of the March 3 courtroom testimony by an Administration Department official that cleanup and restoration costs could hit $7.5 million.
    That request turned up only one page of notebook paper listing estimated costs. Other emails from state officials included areas to check for damage, but those didn't include dollar figures.
    The testimony came as unions and Gov. Scott Walker's administration battled in court over access to the statehouse for thousands of demonstrators opposed to the governor's union bargaining bill.
    Walker administration officials have since backpedaled from the damage estimate.

    The original estimate was just that....a gross estimate. BTW, it was compiled by people who work for the legislature. It gave some direction to further refine the estimates.

    We routinely did the same thing....."How much will it take to replace the kitchen at X facility?" "Let's see....structure, mechanical, electrical, finishes, and equipment....about $10 million." When we got the details in, after a 6 month design process, the estimate was revised to $7.8 million. The contract was written for $6.8 million because the construction bis is really depressed under the current administration. With change orders the final cost was about $7.2 million.

    You can't do a construction estimate in 2 hours on a Sunday afternoon.

    So...the original estimate was really just a preliminary estimate and it was not prepared by Gov Walker. IOW...your premise is a complete joke. Walker didn't lie and the estimate was just that.
