    Harrisburg, a dinky town that just happens to be the capital of Pennsylvania, is bankrupt barring a miracle. I thought this was a classic example of a mismanaged city taken down by union contracts, delusions of grandeur pork projects, and a camel’s back-breaking recession. And it is all that, only more.

    Harrisburg has all of that, but the proximate cause of its crushing debt burden is an incinerator that was “retrofitted” because it violated environmental regulations. So the city had to pump $125 million into its incinerator to make it compliant and/or make it “green”. Alas it has not worked out well.

    Yet somehow, after environmental regulations have bankrupted the state capital of the country’s sixth largest state, the EPA is in overdrive issuing new onerous regulations. I guess cities are a unique case and the regulations that drive them into bankruptcy are not quite the same burden for private companies.

    I can almost hear someone like Henry Waxman saying that proposed new environmental regulations wold impose a negligible burden on American business in exchange for vast benefits to society. Why, it’s almost as if the fattened liberal state eats its young or something…

    And Harrisburg had the benefit of looser, cheaper credit back in the day.

    Just think of businesses today, in the aftermath of the financial crisis, having to borrow precious, scarce credit to, not expand a revenue generating product line or apply an efficient technology, but to comply with arbitrary environmental rules.

    It is enough to almost make me believe that the clan in White House has no idea what they are doing or don’t care…

    I've thought for a long time that the EPA was getting a little too big for their britches. It's time to reel them in or disband them all together. They've cleaned up just about all they can so any new regs are just about job security.

    It has happened in CA with the Calif Air Resources Board(CARB). Back in the early nineties they finally met the standard the Feds required for air quality in the SF Bay area. So, the employees of CARB had nothing to do. To keep their jobs they decided to just raise the standard of air quality ABOVE the Feds standard! Now we are saddled with all kinds of new regs and smog tests on cars & trucks(even my diesel truck) & tractors and can't even burn wood in our fireplaces on certain "Spare the Air" days! Wonder why business is leaving CA at a such rapid rate?
