I can only speculate that they are because they don't speak much American.

Maybe they are like the Mexican-American citizen who recently addressed the Texas Senate in Spanish because he felt more comfortable speaking Spanish after living here 18 years. And I think it's English, not American.

Oh, and by the way Franco, after 2 years of reading your insightful posts,the word is their not thier. Drives me nuts.

We have many Hispanic legals in our area of PA (from Puerto Rico) who speak little or no English.
