Are there any reasons not to use chukar or quail for my pup's first live birds. I can get them easier and cheaper than pigeons.

you should be fine.
Cock Pheasants, Banty Roosters and Farm Geese can be mean birds but Chuckar and quail are not mean. They do give up feathers easy so a pup may go "pth pth pth" getting them off its tongue. But that are live birds, and that is a very good thing. Don't do water marks with um.
