The benefits you talk about makes a good point as to why it is done that way. Don't you have productivity standards that have to be met where you work? If the boss lets them milk the clock, shame on him.

I work in a union house...productivity means nothing..seniority means everything,some of the laziest workers we have are those that have 15+ years on the job, because it would take a smoking gun and video tape to be terminated from the job...written warnings mean very little because they file grievances that they arent being allowed to finish their jobs..honest ...

We even tried to go to 4 day work weeks so everyone could stay employed but a handful of people refused..those of us who were on the extra board had to wait until the person above us had a full five shifts before we got one shift...so if there were 15 shifts available in a given week, the top 3 would get five each instead five of us getting three shifts each...

Man that stinks. Our plant is a union shop too. we have production standards that have to be met or the discipline is handed out and gets progressively more severe. It does take a while, to get rid of the dead weight, but it does happen.
We just implemented a no-fault attendance policy and that is going to cull the herd too. Very few excusable reasons for being absent. It used to be that as long as you had a doctor's note, it was excused absence. Too many people playing games led to this new policy. although, any attendance policy is only as good as the enforcement.
