They stopped their conversation every time they were saluted to respond with the appropriate greeting that went with the salute.
For a salute is only the first half. Good morning, afternoon, evening sir/ma'am is the second half. Every officer in the Marine Corps (since I was in the Marine Corps I will only use the branch of service I am familiar with) has and will respond to the appropriate greeting. It is called manners and showing appreciation for the respect given.
You are off the mark on this statement.

It's inappropriate (military protocol) to salute while talking on the phone. BTW, I live in a military universe.
