Folk adage: "Use it up, wear it out, make it do, or do without."
Maybe they are following the labor laws of that state. If it is a closed shop state, they are abiding by the laws that were passed in regards to labor requirements to perform a job. Looks like a golden opportunity for the anti-union people in those areas to bust the unions. I am surprised that it hasn't been tried already. On top of that, many of the people affected, quite possibly are union workers and don't want someone that is not a union worker doing the job.
