Not sure what you mean by safe? If they swallow them probably none of them. If they just chew them, I know that the N&B bumpers are non-toxic and they make them themselves in the US so they know what goes into them.

I am under the impression that BPA is in the hard plastics, and so if your bumpers are soft they have no/less BPA?
I wonder what bumpers they used in the study.
