Not really much to add to whats been posted above, but I will say, don't waste your money on a Tritronics Sport Combo or Basic E-Collar. The level dial on every one I've had dealings with was worn out. Either go with a Pro (tube style) model or buy a Dogtra.
Another thing, Avery Hexabumpers are hard as chinese arithmetic, I bought a boatload of the dang things when I started and ended up selling them all and switching to Lucky Dog.

There is IMO just exactly one indispensable requirement and no one has mentioned it. Time.
You can have a truck load of gear and if it's all sitting in the garage, Fido inna gonna getta training. The first skill that newcomers need to develop is time management!

As for whistles, check out whistles with shrouds. Something that directs the sound away from you. Your hearing will still work when you're older.

Yes you will need some different water but you can do a lot of you training at parks you just have to think out side of the box.
You will need access to acreage with water for training. Parks won't do.
