Pellets are wood dust & chips pressed together used in some wood burning stoves.
This pic shows them in a plastic pan. You then use a cat litter scoop to clean up mess then change pellets once in a while.
If you have access to lots of news paper you can use that.

Should you decide to try the pellets, make sure that you get the pellets that are used for horse / animal bedding and not the pellets used as fuel in wood burning stoves. The fuel pellets have an additive in them that you would not want your puppy eating.

We have used the pellets with our last litter of pups and it was amazing how quickly they learned to use their litter box!

I had a litter of pups recently and had success with sort of a "litter box" type of set up like you would have for a house cat. The pups learned to use it quickly. I used cedar shavings. Another person recommended using a type of pellets and weewee pads. The pellets work better for poo-poo's.

My neice had a Dachshound she trained to use a litter box. She even had a fake palm tree in it for him to lift his leg on.

Have a farmer in the country grow grass for you and you then deliver a box each week with fresh grass to dog owners apartment.

that's way too much, I'm just ordinary, not that wealthy. If I will ever be that rich, I would give all the best treats and services to family not living in an apartment. Nowadays, owning a Siheyuans (Courtyard Houses) in Central Beijing means U r top of the class.

Be careful... If the pup spends too much time on slippery floors, his shoulders could become sore. It is hard for a pup to keep his feet beneath him on that surface. He needs a rug or something for traction (and also comfort)
