    Not sure about the ACK HT rule book, and without an indepth study i believe the HRC rule book only address this situation at the Grand level. The only issue with switching handlers I see is where you get into qualifications for judging.

    Correct for AKC HTs and FTs.

    Unless, as noted, it's an OH stake. Or in an AM, but then it does not matter who the Am is only that the handler meet the criteria.
