And I would like to know where I can get the best deal on smart bumpers for my bumpers boy.

cheapest I have seen for bumpers is at Gander Mountain. They have Remington ones for $3.99

I'm now using EZ-Rotationals http://www.gundogsupply.com/-9645-.html that I think are as good, or better than, the considerably more expensive Newman & Bennetts we used for years. Used to be able to get them a bit cheaper, still, from the mfg, but I believe I've read that's no longer the case.
