Do a bit more research on this. This WILL NOT BE ENFORCED ON RECREATIONAL BOATERS. Technically it could be enforced, but there is no movement afloat to do so. It would be hard to regulate something, or charge fees for something that recreational boats do not have….ballast tanks.
