I picked up a dog that has a lot of potential. The owner doesn't have the strength needed since his 2nd stroke. So here is my question.

While on a leashed walk how do I go about breaking or training the dog from spoiling when a car comes from behind; and wanting to Chase it afterwards? Dog came from the "country" life style, not use to the city.

Basic obedience training, and continued exposure to traffic.
Most of what you describe is just that your dog is frightened by the noise of a car coming up behind him. Wanting to chase the car is a defensive aggressive response. Training him to heel correctly will give you control. Even when startled, he'll know when he's out of line. Do the training away from the traffic, then once he knows the correct behavior on lead, you can gradually expose him to traffic.
