I am looking for material that relates to teaching hand signals. The dog is steady, sits on whistle at a distance. I have seen the ball diamond drill, however, just curious as to what steps need to be taken to get to that point.

10 Minute Retriever has very little handling information. So little in fact the title to the chapter is called "A Brief Introduction To Handling."

I expect Smartworks would be a better choice.

Also consider "Training Retrievers to Handle" by D. L. and Ann Walters.

Spencer’s book "Training Retrievers for Marshes and Meadows" Is an easy read for a novice. Some of the methods are subject debate but it is still worth considering.
