I'm thinking of putting a water tub in my dog's kennel(7x13) so he can cool off during the day. The flooring is wood(treated), with several coats of outdoor/waterproof paint. I live in Arkansas and its been pretty hot lately. I would clean the tub out daly to keep it sanitary, fortunately he will not potty in the kennel. Anybody have any experience or opinions? Are there any health issues or concerns about a dog possibly being wet in a small kennel during the day? The kennel is shaded at all times by trees and the tarp. He's only 6 months old and I dont trust him enough to leave him in the yard during the day.

Being wet doesn't necessarily cool a dog off unless the air around them is moving, too. Also I'd be concerned about hot spots and skin infections if he stayed constantly wet. Now if you put in the pool and some big fans constantly blowing, he'd stay cool !
 
Just some thoughts. You can replace the plastic tarp with a shade cloth. Shade cloth allows hot air to escape the plastic tarps do not. If you could raise the floor about 6-8 inches it will allow the air to circulate under it cooling it off. you can add a piece of shade cloth on the south side from the top but stop about 6-8 inches from the bottom to allow airflow. you could also do the south east and south west corners in shade cloth again leaving a gap at the bottom. If you lived in a dry climate (south west) i would suggest a mister system on a timer, but I think it is too humid to do much good in AR.
 
The easiest (and cheapest) upgrade that you could make to your set-up is a double ended clip for your water bucket. If Fido knocks it over by playing in it or when barking at the cable guy, he could be without water all day which could be deadly. Always clip the bucket to the fence in a way that it is supported by the handle and can't dump over.
 
Put in an elevated platform made with slats for air flow, this will allow the dog to dry as well. I made mine from pallet wood. Took apart a couple of pallets, sanded the slats and used screws instead of nails. Put them on legs so that they stood around 16-18 inches off of the ground. Nice height for young and old dogs alike.
