In a capitalistic system, sellers get to set conditions and terms, and buyers can either accept, negotiate new terms or walk away

Clearly, you can't force people to offer guarantees.
Neither, can you force someone to buy a dog without a guarantee

There are plenty of dogs out there that come with guarantees. If you want one, you can find a good breeding with one.

If it's no big deal to you, well, your range of choice is even wider

Don't buyers have some obligation to exercise due diligence?
 
Just to make sure that I am not misunderstood.

A health guarantee is important to me.

But, breeders have the option of not offering me a guarantee.
And I have the option of not buying one without a guarantee.

That's the great thing about choice.
