IMHO - you have a dominance/confidence problem. He feels dominant over weaker animals (humping the fixes bitches and probably younger dogs) and lacks confidence when he needs to service other bitches. Chesapeakes are naturally cautious and even slightly fearful (they are not "mean"), so you need to build trust AND dominance at the same time. (Force gets you the dominance, but not the trust you need which I explain later.)

My humble suggestions - sequential steps (at a place and pace comfortable to the dog, yet not letting him get away with being lazy or unwilling) (when they yawn in OB training - you got 'em!) 1. comfortable in the down position on lead; 2) step #1 with you strattling his back with light hand pressure on his front shoulders; 3) roll him over on his back and rub his belly and (medically) check his penis and genitals -this is a HUGE step - (if you can't get here he doesn't trust you.) this is also where you will probably have the most difficulty - ie. chessies are naturally nervous. 4) step #3 with you strattling him again 5) step #4 and have someone toss bumpers around him, not letting him get up 6) step #4 with dogs he is familiar with (who are on lead and walked near you) 7) step #4 with dogs you know he likes to sniff (and be prepared to start the process all over again!)

I watched Scott Martin a GREAT chessie man have an angry chessie on his back in about 15 minutes on a tar parking lot one night at a field trial. The chessie was poorly trained and always fearful b/c his owner was weak and unknowledgeable. Scott showed the guy how to build trust while holding a beer in one hand with the chessie snapping his teeth at about 18" from his face! Very cool to watch.

I'm guessing you're looking at a month of work at his age. There should be no reason for a collar or crop if he sees you as his leader. Force, physical or electric is not going to solve this - your leadership and trust building will. Plus you can use these at a FT or HT when you need them. Good training...
