I have question on outside temperature for pups. The question is pretty basic how hot is too hot. The tempeture at whelping will be around 95 or so the first week of July.

My kennel is open air but the pups will be in a large insulated whelping box in the kennel.

The pups need to be kept warm for the first 3 or 4 days, but you'll need to keep it cooler in there after that so momma is comfortable when she's feeding them. I knew a guy that kept the whelping area under heat lamps. The pups were very stunted it seemed like to me, I assume that the mom was too hot when in there, so didn't go in there any more than absolutely necessary.
 
I think thats too hot.
My pups are whelped in the house(winter or summer) Temp controlled- air or heat whatever is needed.. My little guys are 4 weeks tomorrow and will be going out then. Predicted around 90s this week. What I do is put frozen ice jugs in their puppy pen(and have done box when I didnt have air conditioning) for them to snuggle to and drop their temp.I wouldnt do that at birth though-
