So, looks like #7 will remove some good judges out of the pool, but also remove some that need removing. I guess a grandfather clause could be written, but that isn't mentioned.
I've discussed the proposed rule changes - at length - with Bill Teague. In all cases, judges who are currently eligible would be grandfathered in when the new rules take effect.

Personally, I believe that a person who has never taken a dog to the line himself/herself has no business judging in the first place.
 
We have the benefit of having Bill as a member of our club, and he brought up for discussion all of the proposed rule changes at one of our meetings. Believe me, there was a LOT of discussion! But please be clear on one thing: Clubs can offer input to the RHTAC, but they don't get to vote. The RHTAC makes the recommendations and AKC makes the decisions.

While I agree with most of the proposed changes, I think there is simply too much ambiguity in the wording of several of them, and those related to judges' credentials essentially dump the whole issue into the laps of clubs that hold tests. At the same time, there are no formal reporting requirements that would allow objective enforcement of some of the rules, such as the one that essentially requires a judge to qualify a dog at the level s/he judges every 5 years.

As to the process, the proposed rule changes have (I believe) been submitted to AKC. It is up to the AKC to accept/reject the changes, derive the specific language, and update the rules. I don't expect any new rules would go into effect before September 1, 2012, but that's just a guess.
 
And how in heck can someone be grandfathered in as a judge under the rule requiring them to have run a within 5 years? Does that mean going forward you have 5 years to finally pass a dog at the level you are judging or higher? So for 5 more years we could still see 2 judges judging together who have never collected a ribbon at any level?
As Bill explained it to me, grandfathering in that case would mean that current judges would not be required to pass a dog every 5 years...ever. In essence, the new rule wouldn't apply to them. I may be wrong, but that's the way I understood what he told me.

Same thing in the case of judges who've never run a dog, more's the pity.
