Emotional Support Animals are not Service Dogs, and are not granted pubic access rights.
A dog that supports a PTSD sufferer would classify as an emotional support animal. That's already been handled in court versus MacDonald's no less.

If you've read that book, you've read about the dog and owner involved in the case.

Here's what I've found. The case was filed in the Eastern District of NY and is numbered 1:09-cv-04631-CBA-SMG. The case is styled as Montalvan v. McDonald's USA, LLC et al. It was filed on 10/28/09 and settled 6/17/10. The settlement was sealed and involved no costs or fees on either side. I didn't look at the transcript of the settlement conference as this would have cost me about $5.00. I can post the PACER citation but you'd have to have an account or create one.

I checked on what the law provides. If a person with a dog enters an public establishment, staff may ask 2 questions. First is "Is this a service dog?" The second question is, "What specific work is the dog trained to do?"
 
Saltgrass- I am sorry about the troubles of your friend. Must be quite an individual to keep going.

However, there is no official paperwork that clears a dog as a service dog. If what he has works, that's great. However, he ought to be prepared for a hiccup at some future point. The bottom line is that he merely needs to explain what the dog is trained to do to assist.
