If the dog went out and gave effort, don't allow it to come in without a bird. Ask the judge to have the gunner help or take a bird off the rack to attract the pup (but don't go throwing the bird near the test).

Get the problem worked out before running another test.
 
I have mixed feelings on this. I like your positive and helpful spirit but when I am working in the field on 100+ degree day and it is the second day in a row that I have been baking in that heat and we have 40 dogs to test the last thing I want to do is run around a field saying hey, hey, hey and finding/throwing up a bird for an undertrained dog. That's what training days are for, hunt tests are for testing, take the dog to the truck get the next one up there.
Don't lose sight of why we do this. It is supposed to be fun and the JH dogs are likely to mismark a bird here and there. Honestly, the bird boy has to walk out to pick up the bird anyway, how much extra effort is it to say hey! hey! ?
