That's not true. Even on the puppy applications there is the "after two years" with just additional money.

I've registered 5 year old dogs.

I'd have to look up the litter registration part. I normally get them registered right away but AKC makes exceptions for everything. They make money through dog registrations so unless there is a very severe reason to NOT allow a registration they will register a litter or dog.

They changed all that awhile ago. Now they just charge more. They even had a special to get those old litters registered.
 
That's not according to the "Rules Applying to Registration and Discipline" with all the current amendments.

Chapter 3, Section 4, paragraph 2 applies to litters and levies the 6 month post whelping requirement. Chap 3, Section 4, paragraph 3 applies to individual dogs.

There is a provision for a late litter or individual registration....with appropriate penalty fees....as I said.
